Smyrna, TN Soliciting & Door-to-Door: No-Knock Registry (2026)

Title 9, Chapter 6 of the Smyrna Municipal Code, added by Ordinance No. 25-20 on 8-12-2025, balances the First Amendment rights of residential commercial solicitors against residents' privacy, safety, health, and welfare (§ 9-601). Section 9-602 draws the line: no commercial solicitor may enter or remain on private premises where the residence is on the "No Solicitation" registry, or where a sign is clearly posted at or near the entrance. In a multi-family dwelling, the sign goes at or near the entrance to the individual dwelling.

Section 9-603 covers the registry. The Town may establish a no-solicitation list, so the ordinance authorizes the list but does not itself create it. An owner or lawful occupant registers an address with the Town, and each individual residence must be listed on its own, never as a group, subdivision, or complex. Registration takes effect as soon as the address is noted on the list. The Town publishes the list on its website and keeps a copy at the office of the Town Clerk, free to anyone who asks, with no identification required. An address stays on the list until the occupant removes it. Once registered, door-to-door commercial solicitation at that address is prohibited until the address is deleted.

Solicitors carry a duty too. Each permit holder must obtain and review the list immediately upon issuance of a permit and at intervals reasonably necessary to stay compliant. The Town and its officers, employees, agents, and authorized volunteers are not liable for errors or omissions in compiling the list. The Smyrna police department and codes department enforce the chapter (§ 9-604), and where another chapter of Title 9 conflicts, Chapter 6 controls. The sections quoted here set no solicitation hours; they set a household-by-household opt-out.
