Ventura, CA Soliciting & Door-to-Door: No-Knock Registry (2026)

Chapter 6.400 requires anyone soliciting contributions for a charitable purpose in Ventura to first obtain a permit from the business license division (Section 6.400.020), and Section 6.400.060 then sets the ground rules for how that solicitation may be carried out. Subsection (A) is a flat curfew: no charitable solicitation of any kind, in person or otherwise, may be conducted between 9:00 p.m. and 9:00 a.m. Subsection (B) separately bans paid telephone solicitation for a charity altogether, while carving out calls between people who already know each other and telephone solicitation of used-goods donations by charities that collect items for fund-raising.

Subsection (C) requires any paid promoter soliciting in the city to hold a valid business license, and subsection (D) bars anyone from claiming a city endorsement of a solicitation or charity, making clear that issuing a permit is not an endorsement. A copy of the permit must be carried by every person soliciting and produced on request of the person solicited or any peace officer (Section 6.400.050). Because the hours limit lives inside the charitable-solicitation chapter, it governs fundraising appeals rather than general door-to-door sales, which are instead covered by the separate peddler and solicitor registration ordinance in Chapter 6.200.
