Municipal Code Section 5-12.15 sets a hard curfew on door-to-door activity: no person who holds a solicitor's permit, or who represents an organization registered under the chapter, may go to or enter a residence, hotel, or dwelling between 9:00 p.m. and 7:00 a.m. to sell or solicit, unless the occupant invited them. Section 5-12.16 adds the no-knock function at the property level: it is unlawful to solicit, or attempt to solicit, on any premises where a sign or notice is clearly posted prohibiting solicitation or showing the owner's wish not to be solicited.

Both provisions sit inside Chapter 12, which requires most door-to-door sellers and canvassers to first obtain a permit from the Chief of Police; senior citizens over 65, minors under 18, and disabled veterans qualifying under Business and Professions Code Sections 16001 and 16001.5 are exempt from the permit fee. Permits run one year from issuance and must be shown on demand to any law enforcement officer or prospective customer under Section 5-12.14. Section 5-12.18 layers on a school-zone curfew, barring permitted solicitors from working within a quarter mile of any elementary, junior high, or high school between 8:00 a.m. and 4:00 p.m. on school days.

The chapter exempts people selling from an established place of business, those invited by the resident, state-licensed salespeople under Business and Professions Code Section 12000 et seq., newspaper sellers, and political canvassers.
