Article VIII of Chapter 14 covers noncommercial charitable, religious, and nonprofit door-to-door solicitation. Section 14-179 makes it unlawful for any person or organization to solicit contributions for a noncommercial purpose within the city without a permit from the license collector, and bars soliciting on someone else's behalf without that underlying permit too. Section 14-181 requires a sworn application disclosing IRS or Franchise Tax Board tax-exempt documentation, the identities of everyone supervising or handling the collected funds, the exact purpose and geographic area of the drive, projected and prior-year fundraising totals with the percentage actually spent on the stated cause, and a statement that no solicitor has been convicted of any of the violent or property crimes listed in Section 14-184(d), including murder, robbery, assault, battery, rape, arson, and burglary.
