010) requires every person traveling by foot, vehicle or other conveyance, from place to place, door to door, or at a temporary stationary spot on public property, to carry a license before displaying, conveying or selling goods, wares, merchandise, food products or services, or delivering sold articles. An independent peddler pays $50 per year; if the peddler's principal already holds a principal's, solicitor's or peddler's license, the individual peddler's fee drops to $10 per year. 020 separately licenses solicitors, defined as anyone soliciting in person, by phone, or by any other means the retail sale of goods, services or future deliveries, or soliciting opinions, preferences or endorsements within the City.

An independent solicitor pays $100 per year, again reduced to $10 if the employer holds a principal's license. 030 lets a firm that employs or contracts with peddlers or solicitors obtain a single principal's license for $250 annually, but only after filing with the Collector a list of every solicitor or peddler it employs and a signed agreement to notify the Collector in writing within five days of any personnel change. 040 conditions any peddler or solicitor license on the applicant furnishing the Collector a state sales tax number, agreeing to report Anaheim sales separately on state sales tax returns, and paying the required one percent local sales or use tax on those receipts; this requirement applies only to businesses subject to state sales or use tax.
