AMC Section 4.52.050 requires a sidewalk vendor permit for commercial solicitation in public areas. The permit is in addition to a city business license and any required state or county permits. The application must include: name, address, and passport-size photograph; description of goods or services; proof of a valid CDTFA seller's permit; identification information; former residences or business locations for five years; and disclosure of felony or misdemeanor convictions involving moral turpitude for five years. California SB 946 provides certain protections for sidewalk vendors but does not override the permit requirement. Permit fees are established by city resolution. Solicitors operating without a permit may be cited. The city distinguishes between commercial solicitors (who need permits) and religious/political canvassers (who are constitutionally protected).
