Newport Beach, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Newport Beach Municipal Code Chapter 5.08 regulates peddlers, solicitors, and itinerant vendors. Commercial solicitors who go door-to-door selling goods or services or taking orders must obtain a solicitor permit from the Newport Beach Police Department before operating within the city. The permit application requires a completed background check, valid government-issued identification, a description of the goods or services offered, and the payment of an application fee. Permits are typically valid for a specified period and must be carried at all times while soliciting. Permitted solicitation hours are 9:00 AM to 9:00 PM daily. Solicitors must immediately leave any property where the occupant requests them to leave or where a no-soliciting sign is posted. Religious organizations, political campaigns, and registered nonprofit charities engaged in canvassing or distributing literature are generally exempt from the commercial solicitor permit requirement under First Amendment protections, but they must still observe no-soliciting signs and time restrictions. Transient merchants operating temporary sales from a fixed location (such as parking lots) require a separate temporary use permit. All solicitors are prohibited from making false representations, using deceptive practices, or creating a public nuisance.
