Section 6-2-143 flatly states that no person shall engage in solicitation without a permit, and Section 6-2-115 explains why: the regulations exist to protect residents' peaceful enjoyment of their homes and to guard against commercial fraud. "Solicitation" is defined broadly in Section 6-2-114 to cover anyone going house to house or place to place selling, taking orders for goods or services, or seeking contributions of money, time, support or property. To apply, Section 6-2-146 requires a form filed with the village clerk-treasurer at least six working days before the activity begins, along with government-issued photo identification.

Section 6-2-147 adds that applicants must also present any required county health department retail food permit and state seller's permit for examination. Section 6-2-148 makes the permit annual, running February 1 (or date of issuance) through January 31 the following year, with the fee for a solicitor's permit kept on file with the clerk-treasurer rather than printed in the ordinance. Section 6-2-149 routes review through the public safety department, which can deny an application for false statements, a disqualifying prior conviction, substantiated complaints, or noncompliance, with appeal to the Public Works and Protection Committee and ultimately the village board; a denial or lost appeal bars reapplication for one year.

Certain activities are exempt under Section 6-2-144, including deliveries to regular route customers, wholesale sales, buyer-requested home visits, and vendors operating inside the Resch Center, Shopko Hall, the Brown County Arena, or the Oneida Nation Casino Complex.
