Coconut Creek, FL Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 16-5 of the Coconut Creek Code regulates solicitors, defined in Sec. 16-2 as people who make uninvited personal contact to solicit orders door-to-door for subscriptions, memberships, goods, wares, services or merchandise, on foot or by vehicle.

Before soliciting, a person must obtain a photo identification badge from the city. It is worn attached to clothing and visible at all times while soliciting. The badge fee is $5.00 and is non-waivable, and the applicant's photograph must have been taken within sixty days before filing. The applicant also submits a solicitor's permit application to the sustainable development department. The permit fee is $50, both permit and badge run one year from the start of the fiscal year, and anyone issued a permit after April 1 pays $25. Registered charitable, religious, civic, fraternal and youth organizations must still get a permit and badge, but every fee, including security deposits, is waived on proof of non-profit status, except the $5 badge.

The application asks for the applicant's name, local and permanent address, corporate and resident agent details, the business or charity represented, a sworn statement of no conviction for a crime involving moral turpitude or fraud within the prior two years, and a statement that the permit will not be presented as a city endorsement.

Hours are fixed at 8:00 a.m. to 9:00 p.m., Monday through Friday, and 9:00 a.m. to 9:00 p.m., Saturday and Sunday. The director of sustainable development can revoke a permit for violating any applicable Chapter 16 provision or for prior moral turpitude convictions, and the badge must be surrendered immediately. A prior revocation or denial within the past year blocks a new permit unless the applicant shows the reasons no longer exist. A denied applicant gets written reasons and can request an informal hearing with the city manager or designee within five business days of receiving the denial.

Under Sec. 16-6, soliciting on private property is unlawful once the owner, tenant or occupant has asked the person not to, or a posted sign says solicitation is not welcome.
