Conway, AR Soliciting & Door-to-Door: Solicitor Permits (2026)

Applicants file with the Chief of the Conway Police Department and must supply proof of age and identification, a description of the business or activity, the hours and location where they intend to work, employer or principal contact information, a disclosure of any felony, misdemeanor or ordinance-violation conviction, a complete Arkansas State Police background check paid for by the applicant, proof of any required license, and two 2-inch by 2-inch photographs. The Chief may refuse a permit if the location or time would endanger public safety, the applicant falsified the application, a felony or misdemeanor charge is pending, the applicant was convicted of theft, drug trafficking, a sex offense or violence, has an active warrant, was denied a permit in the past year, or has had a permit revoked before; denial must be issued within 15 days.

Exemptions cover canvassers, solicitation on premises owned by the soliciting organization, member-only communications, collections at regular meetings, solicitation naming a specific relief beneficiary, and K-12 students soliciting for school groups such as FBLA, FCA, band, FHA, FFA, Boy Scouts or Girl Scouts. Anyone under 18 needs a sponsor to hold the permit, and the sponsor must comply with Arkansas child-labor law, A.C.A. Section 11-6-101 et seq. Permittees must wear an identification badge at all times while working, may not enter premises posted with a "No Peddlers," "No Solicitors" or "No Trespassing" sign, and may appeal a denial, suspension or revocation to the Mayor within 15 days.
