Granville County, NC Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 36-1(b) of the Granville County Code requires anyone selling or soliciting orders for goods and services door to door or place to place for commercial purposes, without a prior appointment, to first file a letter of intent to solicit with the county manager's office, along with copies of the driver's licenses of everyone participating in the business. Subsection (c) lists the required contents of that letter: the solicitor's full name; permanent address; temporary address during the solicitation, if applicable; the name, address and telephone number of the solicitor's employer or the organization or company the solicitor is associated with; a description of the goods or services offered; and a description of each vehicle used, including make, model, body style, color and license number if applicable.

Subsection (e) requires solicitors to submit a new letter of intent every 60 days, so the county manager's office is refiling and re-screening active solicitors on a rolling two-month cycle rather than issuing a one-time permanent card. Section 36-2 exempts any legally operated business located within the county continuing to operate on its own property in its customary fashion. Section 36-3 makes a violation, including soliciting without having filed the required letter of intent, a misdemeanor punishable as provided in G.S. 14-4.
