Granville County, NC Fence Regulations: Retaining Walls (2026)

Granville County Code § 32-162(2)a sets two front-yard limits in the same sentence: no wall may exceed three feet in height, and no retaining wall may exceed five feet in height, when placed in any front yard, unless another section of Chapter 32 specifically requires or authorizes a taller structure there. The rule sits within the accessory-use standards for fences and walls that apply countywide to residential lots under § 32-161's scope provision. Because retaining walls hold back graded or sloped soil rather than simply enclosing a yard, the county gives them a taller allowance than a decorative or screening wall, but both are still constrained specifically to the front yard; the code does not set a separate numeric cap for retaining walls in side or rear yards under this subsection.

Clause c then exempts fences and walls, including retaining walls covered by this subsection, from the Land Development Code's general setback requirements, meaning a compliant retaining wall does not additionally have to observe the district's standard yard setbacks the way a shed or garage would under § 32-162(1). A retaining wall built to engineering specifications for slope stability on a residential lot in the AR-80, AR-40, R-25 or other district is reviewed by Development Services against this height threshold during permitting.
