Jackson, TN Soliciting & Door-to-Door: Solicitor Permits (2026)

Municipal Code § 9-103 requires anyone operating as a peddler, solicitor, or street barker within the City of Jackson to first obtain a city permit; charitable, religious, and subscription solicitors also file under the same chapter. Section 9-104 sets the application requirements: a sworn form naming the business or organization, describing the goods sold, listing every person who will sell or solicit and the dates involved, identifying any vehicle used, and confirming Tennessee sales tax registration where it applies. Applicants must also submit valid photo identification, a copy of any sales contract used, and a sworn statement that they are not a registered sex offender and are not under a court order restricting them from the business.

Each application carries a nonrefundable $200.00 fee, and local business licenses and transient vendor permits must be approved by the planning department before the permit issues. The city recorder forwards every application to the police chief, who checks the truthfulness of the application, sex-offender and court-order status, valid driver's license where a vehicle is used, and any felony conviction for violence, burglary, theft, or fraud within the past ten years; any of those findings can result in denial. Permits run for up to one year and renew annually for another $200.00 fee under § 9-108.

The city recorder can suspend a permit for false statements or chapter violations, and the city council can suspend or revoke one after written notice and a hearing under § 9-107.
