Kyle, TX Soliciting & Door-to-Door: Solicitor Permits (2026)

City Code Section 11-165 makes it unlawful in the City of Kyle for any person to go house to house or place to place soliciting, selling, taking orders, or distributing handbills, circulars or other literature without first obtaining a permit from the city Building Department. The permit must be carried and displayed on request to the landowner, occupant, or a peace officer. Applicants file a written application with the Building Department listing their name and address, either a state comptroller sales tax number or driver's license number, the nature of the business, and how long they intend to operate in Kyle.

Vehicle-based sellers must show proof of liability insurance, and anyone selling food or refreshments from a vehicle must also provide hazard insurance and a recent passing health inspection report. Section 11-165 sends every application to the Kyle Police Department for review and concurrence before the Building Department issues the permit. Section 11-167 layers on a separate license requirement, and Section 11-168 sets license and permit fees per Appendix A, payable in advance. Section 11-169 exempts court-ordered sales, public officers selling under legal authority, newspaper carriers, homeowners selling their own property, city-sponsored community and park events, and noncommercial charitable, civic, religious or educational sales.

Section 11-170 lets the city manager waive the license, permit, or fee requirements on written request, with a denial appealable to the city council, whose decision is final. The chief of police may revoke a peddler's or vendor's permit under Section 11-173 for any code violation, and Section 11-172 puts enforcement authority with the chief of police.
