Littleton, CO Soliciting & Door-to-Door: Solicitor Permits (2026)

Littleton once licensed door-to-door peddlers and hawkers under Title 3, Chapter 4 of the City Code, but that chapter was repealed by Ordinance 49, Series of 2014, and the city has not replaced it with a general solicitor's license. The license requirement that remains sits in Title 3, Chapter 5, Handbill Distributors. Section 3-5-7 requires anyone who wants to work as a billposter for hire, or to distribute commercial or noncommercial handbills for hire, to apply in writing to the City Clerk before starting, stating their name, business address, the nature of the business and the number of agents or employees who will work under the license.

Under Section 3-5-8, the City Council or another empowered official can revoke a license obtained through a false or fraudulent application, and a revoked or surrendered license is never transferable and carries no refund. The chapter's purpose section, Section 3-5-1, frames the licensing and registration requirement as protection against dissolute persons of criminal habits or tendencies posing as solicitors, canvassers or handbill distributors, but the operative license duty in Section 3-5-7 itself reaches billposting and handbill distribution for hire, not general door-to-door sales of goods, which currently carries no city permit requirement since the 2014 repeal.
