The Madera Municipal Code regulates door-to-door peddlers and solicitors under its Business Licensing title. Commercial solicitors must obtain a Madera business license / solicitor permit before going door to door, and the Madera Police Department conducts a background check. Religious, political and charitable canvassing is constitutionally protected and exempt from the commercial-permit requirement, but must respect 'No Soliciting' signs.
The City of Madera's Code of Ordinances (codelibrary.amlegal.com/codes/madera) and its Business Licensing rules require persons engaged in commercial door-to-door sales to obtain a city permit. Applications are filed with the City Clerk's office (559-661-5405) and require identification, photographs, employer information, and a Madera Police Department background check. Permits must be carried on the person and shown to residents on request. Solicitation hours are limited to daylight hours, and solicitation on Sundays is generally prohibited. Solicitation at properties posted 'No Soliciting' is prohibited. California Penal Code §§ 602, 602.5 reinforce homeowner authority to exclude trespassers after notice. Religious, political and charitable canvassing is protected by the First Amendment and California Constitution and is exempt from the commercial permit, but must respect posted no-solicitation signs.
Soliciting without a city permit, soliciting outside permitted hours, refusing to leave a posted property, or misrepresenting the goods/charity is a city code violation subject to fines under the Madera general penalty schedule. State trespass charges may apply.
