010 defines a "canvasser" or "solicitor" as anyone who, by phone or other device or by traveling house to house or place to place, takes orders for future delivery of goods or services, including someone who merely exhibits samples and takes future orders. A "peddler," "hawker," or "huckster" is defined separately as anyone who travels house to house or place to place carrying goods for immediate sale, or who sells from a vehicle without traveling. 010, no person may commence or carry on such a business in the City without first applying for and receiving a license certificate, paying the required license tax, obtaining any other permit required by the Code, and paying any permit, investigation, or inspection fee.

030, file a verified statement with the Director disclosing the interstate or other basis for the claimed exemption, along with data on identity, business activities, associations, and any criminal record, and may not begin soliciting until the license and any required permit issue, unless the City Attorney reviews the statement and a law-enforcement report and determines the person is entitled to the exemption. The Director may deny a license for failure to pay the tax or fee, failure to obtain a required permit or approval, or for erroneous or incomplete statements, and must advise the applicant in writing of the grounds.

A license already issued can be revoked after a hearing if it was obtained by fraud or if the licensee violated the title or any state law governing the licensed activity.
