Parker, CO Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 5.05.060 of the Parker Solicitors' Ordinance requires anyone acting as a commercial solicitor, meaning a person going door-to-door to sell goods or services without a prior invitation, to first register with the Town Clerk and obtain a permit; canvassers and noncommercial solicitors are exempt from registration, though they may register voluntarily. Section 5.05.070 requires the permit applicant to obtain the permit and pay the fee before starting any solicitation, and the Town Clerk keeps a list of every person authorized to solicit under that permit.

The permit holder must give each authorized solicitor a copy of the permit, ensure compliance with the Chapter, notify the Clerk of any additions or removals from the authorized list, and submit each new solicitor's background information along with the badge fee. Applicants submit by mail or in person, and under § 5.05.070(c) the Town Clerk must issue the permit and identification badges within ten business days of a complete application unless the application is denied. Section 5.05.090 requires each applicant's affidavit to include a criminal background check no more than sixty days old, a description of the person, driver's license and vehicle information, proof of a valid Town sales tax license, and a list of every city where the applicant already holds a peddler's or solicitor's license.

Fees are set in § 5.05.080: $50 for a one-year permit plus $30 per identification badge, with a $30 fee to replace a lost or stolen badge. The Town Clerk can deny a permit under § 5.05.100 for misrepresentation, failure to hold a Town sales tax license, or a disqualifying felony or violent-crime conviction within the preceding five years, and can revoke a permit under § 5.05.110 for a false statement or a pattern of unlawful solicitation, with an appeal to the Town Council under § 5.05.140.
