Section 4-3.1 makes it 'unlawful for any solicitor, canvasser or itinerant vendor to engage in such business within the corporate limits of the Township without first obtaining a license.' Section 4-3.2 defines the covered activity broadly: going house to house, or place to place, without prior invitation, to canvass, solicit or sell goods, wares, merchandise or services, whether or not the person carries samples or collects advance payment; the definition carves out people who exhibit samples only in a fixed location, insurance brokers, food and drink distributors, previously invited visitors, already-licensed persons, and identified public utility employees.

Section 4-3.3 requires applicants to describe the business, list any employer, state how long they intend to solicit, and disclose where the goods are made or stored. Section 4-3.4 sets the fee at $30 for the first year and $15 per renewal year, reduced to $5 for an honorably discharged veteran who complies with the state statute. Section 4-3.5 requires the Clerk to issue a numbered 'Licensed Solicitor' badge, for a $10 fee, worn on the front of the outer garment while working. Section 4-3.6 requires solicitors to show the license to any citizen on request, and § 4-3.7 makes it a Police Officer's duty to demand the license from anyone soliciting who is not already known to be licensed. Sections 4-3.9 and 4-3.10 bar licenses to anyone under 18 and require Township Council approval of every license.
