Sec. 04 makes it unlawful to go from house to house or place to place soliciting, selling or taking orders for goods, wares, merchandise or services without a current license, and separately makes it unlawful for any itinerant merchant or their agent to sell or exhibit goods for order-taking in the city without one. Sec. 032 requires a written, sworn application filed with the police department's identification division stating the applicant's name and address, who they represent and their authority to do so, the goods or services offered, and how long they intend to solicit, plus a copy of their active limited sales and use tax permit; the division may also require a photograph and fingerprints.

Sec. 033 sets a standard license fee covering processing costs, from the fee schedule in Appendix A, though interstate commerce sellers and charitable fundraisers such as local schools, churches and civic associations are exempt from the fee (not from the license itself). Sec. 034 exempts wholesale-to-wholesale sales, donated-goods charity sales, court and receiver sales, and holders of a mobile or temporary food establishment permit. Sec. 036 caps every license at six months from issuance and ties it to continuous operation of the business, Sec. 037 bars transferring or assigning a license, and Sec. 038 requires house-to-house solicitors to carry the license on their person and produce it on request, while fixed-location holders must post it conspicuously.
