Full Breakdown

Village Code Chapter 119 splits door-to-door activity into two regulated categories. 02, it is unlawful for any person, firm, corporation, agent or employee to engage in the business of a hawker or peddler, or to peddle merchandise, without first securing a license, and no license issues to anyone convicted of a felony within the preceding five years or whose license was previously revoked. 05. 11; those doing 'other soliciting' for political or charitable causes not involving funds are exempt from the license and badge. 12 and require the applicant's residence, employer, description of the goods or cause, and any prior license revocations or convictions.

The solicitor license fee is $35, non-refundable, capped at one fee per firm regardless of how many individual agents it fields, and not-for-profits are excused from the fee if they file their tax-exempt letter. No license runs longer than one year. 13, and denial grounds include a conviction for soliciting or peddling violations within the prior year or a felony within five years. Fund solicitors must also register at least five days ahead and comply with the state Solicitation for Charity Act, and street solicitation is confined to county and village rights-of-way, barred on state highways, and requires a fluorescent vest, indemnification agreement and $1,000,000/$500,000 liability coverage plus $100,000 property coverage.

Violations & Fines

Peddling or soliciting without the required license, or peddling in a residential district, is punishable under the general penalty at § 110.99: a fine of up to $500 per offense or up to six months in jail, with each day of continued violation charged as a separate offense. The Village President may also revoke a peddler's or solicitor's license outright for fraud, cheating or misrepresentation under § 119.04.

Frequently Asked Questions

Do I need a permit to sell door to door in Tinley Park?
Yes. Section 119.02 makes it unlawful to peddle merchandise in the village without first securing a license from the Village Clerk, and section 119.05 bars peddling entirely inside residentially zoned districts regardless of licensing.
Does a charity fundraiser need a solicitor's badge?
Commercial and fund solicitors must wear an official village badge under section 119.11 while soliciting. Purely political or charitable canvassing that does not involve collecting funds is exempt from the license and badge requirement under that same section.
How much does a Tinley Park solicitor's license cost?
The fee is $35, non-refundable, under section 119.12(C), and a firm or corporation pays only one fee no matter how many individual agents it registers. Not-for-profit organizations are excused from the fee if they file their tax-exempt charter with the application.
