Chapter 119's "Peddlers and Solicitors" subchapter defines a peddler as anyone going place to place selling goods, wares, merchandise, food or services from a vehicle or otherwise, and a solicitor as anyone going place to place taking orders for future delivery without a prior appointment, per § 119.15. Section 119.16 makes it unlawful to engage in the business of a peddler, solicitor or vendor within the village without first obtaining a license. The application under § 119.17 goes to the village collector and must disclose the number of vehicles used, the merchandise offered, the applicant's permanent address and employer, prior cities of solicitation, any past license revocations, and results of a fingerprint background investigation run through a police-approved outside agency.

Section 119.18 puts the chief of police in charge of investigating the applicant's character and reputation, and the chief must certify to the village collector whether to issue or deny the license within thirty days of the application. If the license is refused because the applicant is not found to be of good moral character, the license fee is retained to cover the investigation cost and is not refunded, per § 119.17(C). Section 119.19 sets the annual fee under § 41.01, with an added per-vehicle charge if the peddler, solicitor or vendor uses a vehicle other than a private automobile.

Section 119.20 restricts hours to no earlier than 9:00 a.m. and no later than 9:00 p.m., with a separate carve-out letting food trucks vend on the public way between sunup and sunset.
