Section 78-61 requires anyone soliciting from residences in the Village to hold a certificate of registration, and to keep it in their possession while soliciting. Section 78-62 routes applications to the Village Manager or designee, who can request additional information and must cause a criminal background check on each named solicitor. Section 78-63 makes an applicant ineligible if they were convicted of a felony under Illinois, any other state's, or federal law within five years of applying, convicted of violating this article before, or previously had a certificate revoked under it.

Section 78-64 requires denial of an application that does not meet these qualifications, but the Village Manager must issue the certificate promptly once an applicant is found fully qualified. Section 78-65 lets the Village Manager revoke a certificate for noncompliance with codes or laws, fraudulent statements on the application, unpaid fees or fines, or other disqualification, with written notice by certified mail giving the reasons; revocation is immediate once the Chief of Police gives notice. Section 78-66 requires the certificate to state its expiration date, and Section 78-67 requires every door-to-door solicitor to wear a Village-issued badge or identification card bearing a number, the organization's name, the individual's name, and dates of validity.

Section 78-34 separately bars anyone under 16 from soliciting door to door unless accompanied by a parent or guardian, and charitable solicitations are exempt from this registration article under Section 78-32, falling instead under the separate charitable solicitation article.
