Section 12-1003 requires anyone going door-to-door or working the public streets to apply for a permit through the Village's Building and Health Services Department, disclosing the sponsoring organization's name, the local supervisor's name, address and driver's license number, the name, address, birthdate and driver's license number of every person who will solicit, the specific dates, times and locations planned, and, for charities, a statement of compliance with the Illinois Solicitation for Charity Act, 225 ILCS 460. Section 12-1004b limits a door-to-door permit to no more than 90 days within any 365-day period and requires each solicitor to wear a Village-issued ID card while going door-to-door.

Section 12-1005 separately covers solicitation on public streets and sidewalks: tag days for curbside collections are capped at two events of no more than two successive days each, four days total in a year, and vehicle-intersection solicitors must be at least 16, wear a high-visibility vest, work only at full-stop intersections during daylight, and carry general liability insurance. , with no soliciting or peddling permitted on Sundays at all. Section 12-1008a bars a peddler or solicitor from parking in one spot more than an hour before moving at least 1,000 feet away, unless the activity is part of a permitted special event.

Section 12-1012 disqualifies anyone convicted of a forcible felony within the past five years, or released from custody less than three years earlier, from acting as a solicitor, and Section 12-1013 lets the Village Manager revoke any permit for violating the Article or state or federal law.
