Vallejo, CA Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 5.02.030 of the Vallejo Municipal Code, added by Ordinance No. 1876 N.C.(2d) on December 17, 2024, requires a peddler/solicitor permit from the public works director or designee before anyone sells goods for immediate delivery from a vehicle or temporary structure, or solicits orders for future delivery of goods or services, anywhere in the city other than from a fixed place of business. Section 5.02.010 defines a "peddler" as someone who sells goods on the spot to passers-by who are "encouraged or solicited in any manner to stop and make purchases," and a "solicitor" as someone, including door-to-door salespeople, who takes orders for future delivery or for services. Both definitions exclude wholesale agents selling to retailers, manufacturers, or public-works bidders, and exclude vendors at a permitted farmers' market or special event.

The application under Section 5.02.030(C) requires the applicant's name and address, a description of the goods offered, principal and ownership information if the applicant works for a company, a California driver's license, individual taxpayer ID, or Social Security number kept confidential under Government Code Section 51038(c)(4), a state seller's permit, a Solano County mobile food permit if food is involved, general liability insurance naming the city, and vehicle identification if a vehicle is used. Once issued, the permit runs one year, and Section 5.02.030(E) requires the permittee to wear a badge reading "Licensed Solicitor" or "Licensed Peddler," with the permit number and period, conspicuously on the front of their outer garment at all times while working. Section 5.02.060 exempts charitable and religious organizations soliciting their own members, nonprofit fundraising events where all proceeds benefit the organization, and any minor under 17 whose annual gross receipts from all business total $500 or less.
