Vacaville Municipal Code Chapter 9.18 (Peddlers and Solicitors) makes it unlawful to act as a peddler within Vacaville without first obtaining a license issued under the chapter. Every peddler and solicitor must provide full name, business address, and telephone number, as well as the same information for any person, firm, or entity on whose behalf the solicitation is being made. The chapter prohibits peddlers from shouting or calling out in a loud, boisterous, or unseemly manner, or otherwise disturbing or annoying residents.
Chapter 9.18 of the Vacaville Municipal Code regulates peddlers and solicitors. A "peddler" is any person who goes from house to house or place to place in the city engaged in the business or activity of peddling; a "solicitor" is any person who goes from house to house or place to place engaged in solicitation. It is unlawful for any person to act as a peddler within the City of Vacaville without having first obtained a license issued pursuant to Chapter 9.18. The application requires the peddler or solicitor to provide their full name, business address, and telephone number, plus the same information for any person, firm, company, entity, or corporation on whose behalf the solicitation is being made. Chapter 9.18 also imposes conduct rules: peddlers and solicitors may not shout or call out in a loud, boisterous, or unseemly manner, and may not disturb or annoy residents. Residents may post a "No Soliciting" sign at their door, after which a continued solicitation effort by a licensed peddler may also be a violation. Door-to-door religious or political canvassing is constitutionally protected as non-commercial speech, and a permit cannot be required for such canvassing alone; the chapter is applied to commercial peddling and commercial solicitation. Peddling or commercial soliciting without a license is a violation of Chapter 9.18, enforceable by the Vacaville Police Department and Code Enforcement. Conduct violations - shouting, harassment, ignoring no-soliciting postings - are separately citable. Continued violations and unlicensed commercial activity can be charged under Vacaville Municipal Code Chapter 1.28 with administrative citations.
