18 of the Vacaville Municipal Code regulates peddlers and solicitors. A "peddler" is any person who goes from house to house or place to place in the city engaged in the business or activity of peddling; a "solicitor" is any person who goes from house to house or place to place engaged in solicitation. 18. The application requires the peddler or solicitor to provide their full name, business address, and telephone number, plus the same information for any person, firm, company, entity, or corporation on whose behalf the solicitation is being made.

18 also imposes conduct rules: peddlers and solicitors may not shout or call out in a loud, boisterous, or unseemly manner, and may not disturb or annoy residents. Residents may post a "No Soliciting" sign at their door, after which a continued solicitation effort by a licensed peddler may also be a violation. Door-to-door religious or political canvassing is constitutionally protected as non-commercial speech, and a permit cannot be required for such canvassing alone; the chapter is applied to commercial peddling and commercial solicitation.
