Chapter 9.18 licenses peddlers, defined as anyone who goes house to house selling or taking orders for goods or services, and solicitors, defined as anyone soliciting money, property, or other consideration door to door. Section 9.18.030 requires a police-issued license before peddling in the city, obtained through the application, fee, photograph, and fingerprint process in Sections 9.18.050 through 9.18.100, followed by a police background investigation under Section 9.18.110. Once licensed, peddlers and solicitors are bound by the conduct rules in Section 9.18.130, including a ban on shouting or calling out wares in a loud or unseemly manner, and a duty to identify themselves and their employer on request.

Section 9.18.160 layers a separate, resident-controlled restriction on top of the licensing scheme: it is unlawful for any peddler or solicitor to engage in peddling or soliciting at a residence where a "No Peddlers," "No Solicitors," "No Trespassing," or similarly worded sign is posted, painted, or otherwise affixed so it is visible to the public. This applies even to licensed peddlers and solicitors and to persons soliciting for non-profit organizations, who are otherwise exempt from the licensing requirement under Section 9.18.040 but remain bound by Section 9.18.160.

Violation of the chapter, including the posted-sign rule, is grounds for suspension or revocation of a peddler's license by the chief of police under Section 9.18.140, with appeal rights to the city manager under Section 9.18.150.
