Chapter 24, Article II of the Warren Code of Ordinances defines a 'peddler' as any person who goes from place to place, on foot, by wagon, automotive vehicle or other conveyance, selling or offering to sell goods, wares or merchandise, including hawkers and hucksters (§ 24-16). Before engaging in that business, § 24-31 requires the person to obtain a license from the city clerk. The application under § 24-32 must include the applicant's name and description, permanent and temporary addresses, a description of the goods to be sold, employer information if applicable, the length of time the license is wanted, a description and plate number of any vehicle used, a recent 2-inch by 2-inch photograph, fingerprints, a disclosure of any prior criminal or ordinance convictions, and a physician's statement dated within ten days certifying the applicant is free of infectious or communicable disease.

Under § 24-33, the clerk forwards the application to the police commissioner, who investigates the applicant's moral character and must endorse approval before any license issues. Once issued, § 24-35 requires the clerk to furnish two license plates reading 'Licensed Peddler' for each vehicle used, displayed front and rear or on both sides. , and § 24-19 bars shouting, horn-blowing, bells or sound amplifiers to attract customers. 441; § 24-36 likewise lets the clerk issue fee-free special permits to nonprofit, charitable, religious or blind operators after council approval.

Every police officer may demand a peddler exhibit the license on request under § 24-20, and the clerk keeps a record of every license and any reported violations under § 24-37.
