Waterloo City Code section 3-4C-3 requires a written application to the city clerk stating the applicant's name, permanent and local address, business address, physical description, employer and nature of business, plus a $20 investigative fee. Section 3-4C-2 exempts people selling products of their own raising or manufacture and route delivery persons making at least weekly deliveries who only incidentally solicit added business. Section 3-4C-4 requires transient merchants to file a bond with the Iowa Secretary of State under Iowa Code chapter 9C before a license issues.

Section 3-4C-5 sets the fee schedule at $20 for a peddler license covering one month or any part of it, and $45 for a transient merchant license covering one day or any part of it. Section 3-4C-6 makes each peddler's license valid for one month, expiring at 8:00 P.M. on the last day, requires the license be carried and shown to prospective customers on request, makes licenses non-transferable, and bars peddling goods or merchandise between 8:00 P.M. and 8:00 A.M. the next day. Section 3-4C-7 lets the city council revoke a license after notice and hearing for fraudulent or incorrect statements or unlawful conduct of business, barring the licensee from any license under the chapter for one year from revocation.
