Chapter 130, Peddling and Soliciting, Article I, opens with § 130-1A: no person may sell, offer for sale, or solicit retail orders for goods, wares, food or other merchandise without a license from the Chief of Police, and the section exempts occupants of stores or shops, charitable bazaars or fairs and other charitable activities, persons exempted by statute, and any natural person under 16. Section 130-6A sets the fee scale: $100 per year if the peddler or solicitor uses a commercially registered motor vehicle, otherwise $50 per year for an organization and $20 per year for an individual, with an indigency waiver available from the Chief of Police under § 130-6B.

The license must be carried on the licensee's person while peddling or soliciting (§ 130-3), and the Chief of Police keeps a record of every license issued, including the license number, date, the licensee's name, age and residence, the fee paid, and any suspension or revocation (§ 130-5). Every license terminates on March 31 next following its issuance (§ 130-4). Door-to-door solicitation has its own separate track: Article II requires a certificate of registration from the Chief of Police under § 130-8, with a written application under § 130-9 or, for a group, § 130-10.
