Ankeny Code of Ordinances § 11.01 states the purpose of the special event rules is to manage events of limited duration that create a significant anticipated impact on City property or right-of-way, such as a street closure or a surge in vehicle or pedestrian traffic, so City staff can plan and coordinate in advance. Section 11.02(1) names block parties directly among the events needing a permit whenever the gathering also involves one of a listed set of triggers: partial or full street closure, blocking access to public or private property, pyrotechnics or special effects, open flame or dangerous displays, sale of merchandise, food, beverages or alcohol, a tent or canopy needing its own permit, a stage, truck, trailer, booth, grandstand or bleachers, portable toilets, temporary signs or banners, or amplified sound; the City Council may waive the permit requirement where it finds that in the City's best interest.

Section 11.02(2) makes it unlawful to engage in, sponsor or participate in a covered event without first obtaining a permit, and that approval does not excuse any other required local, state or federal permit. Section 11.04 sets application deadlines of 90 calendar days before the event for anything affecting a commercially zoned district and 30 calendar days for all other applications, unless the City waives the deadline. Section 11.06 requires a non-refundable application fee under the Council's adopted fee schedule, and § 11.07 requires proof of general liability insurance of at least $1 million per occurrence, $2 million aggregate, and $100,000 for property damage naming the City as certificate holder.
