Ankeny, IA Special Events & Permits: Park Event Permits (2026)

Ankeny Code of Ordinances § 11.02(1) requires a special event permit for events held on public property, a category that reaches gatherings held entirely inside a City park or greenway, whenever the event also involves a trigger such as a street closure, blocked access, a tent, stage, amplified sound, alcohol sales or a similar listed activity. Rather than routing every park gathering through the same multi-department team that reviews other special events, § 11.05(1) assigns the default review to a group including the City Clerk or designee and representatives of Police, Fire, Emergency Medical Services, Public Works, Parks and Recreation and Community Development, while § 11.05(2) carves out an exception: the Parks and Recreation Department alone reviews applications for events held exclusively within a City park or greenway under the City's own park policies, rules and regulations, provided the event does not need staff from multiple departments and will not create a significant anticipated impact on nearby public streets or other City property.

Section 11.04 still requires a written application with a detailed map of the requested park location, activities, structures, tents, parking, signage and portable restrooms, plus attendance estimates, and § 11.06 requires the standard non-refundable application fee set by Council resolution. Section 11.09 lets an applicant appeal a staff decision to the City Council through a written request to the City Clerk, placed on the next available Council meeting agenda, and § 11.10 lets the Chief of Police or Fire Chief revoke a permit and end a park event already in progress if public safety is imminently endangered or a major permit condition is violated.
