01(4)(c) requires anyone temporarily closing a street for a civic, social or entertainment special event, including a residential block party, to obtain a permit and pay a fee set by City Council resolution. The Code sorts events into four classes: a Class A permit covers an event lasting no more than 12 hours, held in one block or less of a non-through highway, outside any intersection, and needing 6 or fewer barricades, filed at least 7 days ahead; a Class B permit covers events up to 8 hours across more than one block outside a signal-controlled intersection, needing more barricades or a police reserve, filed 14 days ahead; a Class C permit covers longer events, more blocks, or intersection closures, filed 45 days ahead and requiring a contract to cover the City's special costs such as traffic detours; and a Class D permit lets the City Manager cover a recurring series of events under one umbrella permit. 01(4)(c)1 or 2, then fence or barricade the closed portion and confine drinking to the permitted hours.
