01(4)(c) requires anyone who wants to close a street, or part of one, for a parade or another civic, social or entertainment event to obtain a Special Event Permit and pay a fee the City Council sets by resolution. The chapter sorts events into four classes by size and complexity. A Class A permit covers an event lasting no more than 12 hours, held in one block or less of a non-through, non-state highway, that avoids intersections entirely and needs no more than 6 barricades; its application is due at least 7 days before the event.

A Class B permit fits a longer or larger event, up to 8 hours, spanning more than one block of a highway not under state or county jurisdiction, that avoids signal-controlled intersections but needs more than 6 barricades or a police reserve; it must be filed at least 14 days ahead. A Class C permit is for an event exceeding 8 hours, spanning more than one block, and requiring both more than 6 barricades and at least one police reserve; it can close any City highway, including intersections, but must be filed 45 days before the event, and the organizer must sign a contract to cover the City's special costs like traffic detours.

A Class D permit lets the City Manager cover multiple recurring events under one umbrella permit instead of separate Class A, B or C filings, with special-service costs paid to the City Treasurer in two installments, January 31 and July 30.
