020 defines a BLOCK PARTY as an event where all or part of a public residential street or road will be temporarily closed to normal vehicular traffic and circulation, and classifies it as a type of SPECIAL EVENT. 030(A), a special event, including a block party, on a public street or public facility is prohibited unless a special event permit is first issued, with the application filed with the Director of Public Works. 040(A) requires the application on file at least 90 days before the scheduled event, though the Director may waive that window or refer the application to the City Council.

050, the Director imposes conditions whenever public health and safety require them, at minimum a refundable security deposit and filing fee set by Council resolution, posted boundary signage, traffic control or detour plans, sanitation and trash disposal arrangements, compatible hours of operation, adequate parking arrangements, agreed noise restrictions, liability insurance with an indemnification clause, and, where police attendance is warranted, officers at the applicant's expense as determined by the Chief of Police. 030(D).
