010 makes it unlawful to temporarily close any portion of a public street or alley to vehicular or pedestrian traffic for a street dance, neighborhood party, commercial promotional activity, special event, or construction material storage without first obtaining a City Manager permit; the requirement doesn't apply to government agencies. 020 requires applications on City Manager forms disclosing the sponsor's name, address, and phone number, the exact street or alley location, the requested dates and hours, the purpose of the event, and a Council-set application fee.

030, the City Manager may issue the permit if it won't unreasonably inconvenience the public, create traffic or policing problems, or disturb neighborhood peace and quiet, and may condition issuance on insurance in types and amounts set by the Risk Manager plus a security deposit to cover extraordinary City costs like barricades, extra police, and street cleanup. The City Manager can revoke a permit if the holder stops meeting its conditions, misrepresented facts on the application, or the event becomes a public nuisance endangering health or safety.
