060(E), "Neighborhood Events," governs bazaars, bake sales, block parties and rummage sales held outside an enclosed building. Applications must be filed at least 10 calendar days before the event date. Unlike most neighborhood events, which must stay on the applicant's own property and be run by a nonprofit, the code carves out two specific exceptions for block parties: they may occur in the public right-of-way adjacent to the applicant's property, and an individual resident (not only a nonprofit organization) may be the permit holder. Block parties are capped at four days per year, while other neighborhood events under the same subsection can run up to 10 days per year.

Events are restricted to residential and open-space zones only. The Community Development Department can attach conditions to the permit covering hours of operation, signage, off-street parking, lighting, and fire and safety measures, and can impose any other condition needed to prevent conflicts with surrounding land uses. Because a block party permit authorizes a temporary closure of a public street, coordination with the city's traffic/police function for barricades and access for emergency vehicles is a practical condition the city attaches under this same catch-all authority, even though the barricade specifics are left to the permit conditions rather than spelled out as a fixed number in the ordinance.
