Irving Code Chapter 33B governs special events including block parties. A written application must be filed with the special event coordinator at least 90 days before the event but no more than 365 days in advance. The 90-day requirement may be waived for simpler events. Applications are reviewed by fire, inspections, risk management, traffic and transportation, solid waste, code enforcement, the Irving Convention and Visitors Bureau, and corporate communications departments. Events involving street closures require traffic management plans. The city may deny permits if the event would violate ordinances. Insurance may be required for larger events. Block parties on private property with no street closures may have simpler requirements.
