Laredo, TX Special Events & Permits: Block Party Permits (2026)

Sec. 28-4 requires anyone closing a public street, right-of-way, or sidewalk to vehicular or pedestrian traffic for a celebration, block party, street dance, or other local special event to first obtain a permit from the city manager or a designee. The rule applies only to closures requested by a private party, defined broadly to include individuals, associations, partnerships, corporations, and religious, educational, or nonprofit organizations. Applicants must file a form disclosing the sponsor's contact information, the dates and times of closure, the blocks or intersections involved with a map, estimated attendance, whether sound amplification will be used, and whether food, beverages, or merchandise will be sold.

00 applies per street requested for closures of 24 hours or less. Applications must be filed at least 30 days before the event, and the city manager must act within 14 days of receipt. Permits can be denied for incomplete or misleading applications, late filing, an unreasonable diversion of traffic, conflicting closures already permitted, or an inability to arrange adequate traffic control or safety staffing. Approved permits can restrict hours, size, and location, and the applicant must sign an indemnification agreement and carry liability insurance naming the city as an additional insured. Denials can be appealed to city council within 72 hours or two city working days, whichever is longer.
