Laredo, TX Special Events & Permits: Street Fair Rules (2026)

Sec. 28-107 governs vending at special events, defined in Sec. 28-102 as events registered with and recognized by the parks and leisure services department that have a specific location, purpose and start and end time, such as sporting events, cultural events, festivals, carnivals, fairs and parades. A vendor may sell only after obtaining a special event vendor's permit for that specific event. Food vendors must hold current health department licenses and permits, and any vendor selling food that must be kept heated needs a commissary meeting state and local health requirements; such a vendor is barred from selling within 50 feet of a food establishment along a parade route.

To get the permit, the vendor gives the parks and leisure services department a description of the cart or display, a list of the goods or merchandise to be sold, and copies of the required health department licenses; once approved, the department issues a permit tied to specific event date(s), naming the authorized individual, the organization represented, and the approved items. The permit is nontransferable and must be displayed on the vendor at all times during the event. The fee is $20 per day per individual vending.

Motorized vending inside the Central Business District is barred outright for special event permit holders under subsection (d), and vendors must otherwise comply with all applicable laws, regulations and ordinances while vending at the event.
