Oneida, NY Special Events & Permits: Block Party Permits (2026)

Chapter 112 defines BLOCK PARTY under § 112-2 as an event held by the residents of a defined section of the City to be attended by the residents of that particular section, distinguishing it from a general-public SPECIAL EVENT. Rather than routing block parties through the Common Council approval, $1,000,000 insurance requirement, 45-day filing deadline and per-event fees that apply to street fairs and festivals under §§ 112-3 through 112-7, § 112-10(A) expressly excludes block parties from those provisions and instead directs that requests be submitted to the City of Oneida City Clerk.

The same exclusion section also carves out events initiated, sponsored or co-sponsored by the City itself under § 112-10(B), and treats events held entirely within City parks that need no other department's involvement as City-sponsored for chapter purposes under § 112-10(C). Chapter 112 does not specify a separate fee, insurance figure or lead time for a block party request, since the whole point of § 112-10 is to lift the special-event machinery for a neighborhood-scale gathering; that lighter path is also referenced from the peddling and soliciting chapter, where a licensed peddler or solicitor operating at a block party must still display the arm band or license required under § 116-5(B) and § 116-7(G), even though the block party itself needs no Chapter 112 permit.

Because Chapter 112's own enforcement section, § 112-9, is written around unauthorized "special events," a legitimate block party that has notified the Clerk falls outside that penalty structure entirely; residents planning one should still expect the Clerk's office to coordinate with the Police and Fire Departments on street closures.
