Chapter 112 defines SPECIAL EVENT under § 112-2 to expressly include street fairs alongside festivals, street art shows, public celebrations, outdoor concerts, parades, runs, marathons and walk-a-thons, capturing any privately sponsored event expected to draw a large crowd on or affecting public property. Section 112-3 makes it unlawful to conduct a special event, or act as a special event vendor at one, without a valid permit or license. The sponsor must submit a completed application to the City Clerk at least 45 days before the event under § 112-4(A); the application is then costed out by City departments under § 112-4(B), and the Common Council reviews and either approves or denies it under § 112-6.

Beyond the application fee under § 112-5, every event must carry $1,000,000 in liability insurance naming the City as an additional insured, submitted to the City Attorney at least 30 days out, under § 112-7(B), and all permits, licenses and deposits must be finalized seven days before the event under § 112-7(C). m. if amusement rides are used); sponsor-posted temporary parking signs; sponsor liability for lost barricades; Madison County Health Department oversight of portable restrooms; and outright bans on overnight camping, unlicensed gambling, glass containers, unapproved open fires, and street-surface penetration.

A violation triggers a $500 fine under § 112-9(A), and the Police Chief may close an unauthorized or unsafe event outright under § 112-9(B) and (C).
