Chapter 311, Street Obstructions and Special Uses, governs any group that wants to close a City street for a block party. 02(a) makes it unlawful to conduct or participate in a parade, procession or assemblage upon a street or highway, or to block off a street or highway area, without first obtaining a permit, and the City treats a residential block party that closes a street to traffic as an assemblage covered by this rule. 02(b) requires the application to be filed with the Director of Public Safety on the prescribed form, containing enough information for a fair decision, and sets a minimum lead time of five days before the event.

02(c) gives the Director discretion to refuse or cancel the permit if the closure would unreasonably hinder traffic, would require diverting enough police officers or firefighters to leave the rest of the City short of normal protection, or would be reasonably likely to provoke disorderly conduct or a disturbance. 02(d) lets the permit or an accompanying order set conditions such as the hours of the closure, the places of assembly and dispersal, and which streets or portions of streets may be occupied. Because Chapter 311 carries no separate permit fee schedule beyond the application requirement itself, residents coordinate the form and lead time directly with the Department of Public Safety. 99.
