Puyallup, WA Special Events & Permits: Block Party Permits (2026)

PMC § 5.34.020(2) defines a "special event" to expressly include a block party, alongside parades, fun runs, car shows, fairs and similar activities that make special use of city streets, alleys, sidewalks, parks or other city property, or that significantly affect public health, safety, traffic or the quiet enjoyment of property. Section 5.34.030 requires a city special events permit for any such event taking place in whole or in part within Puyallup, unless an exemption applies, such as First Amendment events on sidewalks or in public parks that don't obstruct traffic or unduly damage the property.

The application under § 5.34.050 must be submitted at least 90 days before the event absent city-approved good cause, and must describe the dates, expected attendance, site plan, proposed structures, security, food and alcohol service, sanitation, signage and an emergency plan, along with an application fee set under Chapter 1.13 PMC. The city may approve, condition or deny an application on content-neutral grounds under § 5.34.060, and can require compensation for city services, a refundable deposit, insurance, and an indemnification agreement from the sponsor. An applicant may appeal a denial, condition, modification or revocation to the hearing examiner within 14 days by filing a written notice and a $250.00 filing fee under § 5.34.140.
