030(A) has the mayor direct department heads and staff representatives to sit on a staff review committee that meets to evaluate every proposed special event, including filming, before a permit issues. 030(B), that committee carries five specific duties: deciding whether an event needs a special event permit at all, setting the fees and conditions attached to it, approving, conditioning, or denying the permit, determining whether a business license is required under ACC Title 5 and whether the event should be exempted from that separate licensing requirement, and determining whether the planned activities conflict with zoning, safety, or other property regulations.
