Ashwaubenon, WI Special Events & Permits: Parade Permits (2026)

The Village of Ashwaubenon regulates parades and other public gatherings through the Special Event provisions of Chapter 6, Article 11, most recently amended by Ordinance No. O6-1-23 on June 27, 2023. Section 6-11-456(B) defines a 'Special Event' broadly to include concerts, festivals, fairs, parades, runs and walks, large company picnics, athletic events, processions, and organized mobile food vendor rallies under Section 6-12-463, whenever the activity requires Village services on public right-of-way, in a Village park, or on other Village-owned property and falls outside the ordinary, everyday use of that property.

The Village decides in its 'sole discretion' whether a proposed gathering counts as a Special Event needing authorization. Rather than setting fixed permit fees or a deadline in the ordinance itself, Section 6-11-456(C) hands authority to the Village Board of Trustees, which regulates and controls special events through its own Special Event Policy, adjustable by resolution rather than by ordinance amendment. That structure means an organizer researching a parade route, road closure, or park reservation must go to the Board's current policy document, not just the Municipal Code, to find the specific application deadline, insurance and fee requirements in force.

Failing to follow the Board's Special Event Policy is nonetheless a Municipal Code violation: Section 6-11-456(D) makes any violation of the policy punishable the same as any other Chapter 6 offense.
