Bayonne City Code § 4-31 defines a parade as a procession of people organized along a street, typically spanning more than one block, and lists it among the public assemblies that need city sign-off. Section 4-31.2 makes it unlawful to host any public assembly, parade included, without first filing for a permit with the Department of Public Safety; the application then circulates to other city departments for review before final approval. Any temporary structure larger than 900 square feet built for the event needs its own permit with building plans, and the Director of Public Safety or a designee must inspect it before use.

Section 4-31.4 sets a 90-day advance filing deadline for parades, longer than the 30-day window for a block party or the 60-day window for a festival, farmers' market or flea market, reflecting the greater street closure and traffic coordination a procession requires. Organizers pay a $200-per-day fee, separate from added charges for garbage removal, police coverage, health inspections and traffic control. Applicants must carry $1,000,000 in general liability insurance naming the City of Bayonne as an additional insured, rising to $2,000,000 if alcohol will be sold under a special permit, and must post a $1,000 cash bond covering any damage to streets, sewers or trees and any leftover debris; the bond is returned only after the license-issuing authority certifies compliance.

Standard hours run 10:00 a.m. to 10:00 p.m. Sunday through Thursday and to 11:00 p.m. Friday and Saturday, with amplified activity cut an hour before closing, and public assemblies may operate on Sundays under § 4-31.6.
