Bayonne, NJ Special Events & Permits: Street Fair Rules (2026)

Section 4-31.1 of the Bayonne City Code defines a festival as a public event requiring use of public space, such as a city park or street, featuring entertainment where the public can buy food and goods from vendors who may pay to participate, running one day or several and possibly including live or amplified music. Section 4-31.2 makes it unlawful to host any such public assembly without a permit from the Department of Public Safety, and sets operating hours from 10:00 a.m. to 10:00 p.m.

Sunday through Thursday and 10:00 a.m. to 11:00 p.m. Friday and Saturday, with music stopping an hour before closing. Section 4-31.4.a requires a festival or fair application at least 60 days before the event, along with general liability insurance of $1,000,000 (or $2,000,000 if alcohol is sold, with an Alcoholic Beverage Control permit) naming the city as an additional insured. The fee under Section 4-31.4.c is $200 per day for a festival/fair, carnival, farmers' market, flea market, outdoor market, parade or promotional event, separate from garbage removal, police coverage, health inspection and traffic control costs. Applicants also post a $1,000 cash bond under Section 4-31.4.e, and food sales require Health Officer certification under Section 4-31.5.
