Article VII of the Streets and Sidewalks chapter, adopted in March 2025, states its purpose is protecting the constitutional right to march, demonstrate and engage in expressive activity while imposing time, place and manner rules, and it commits the Borough not to enforce differently based on a group's viewpoint. Section 273-38 defines PARADE as any march, procession, excluding funeral processions, or parade on a public street involving people, animals or vehicles that does not comply with normal traffic regulations or controls. An application under § 273-39 goes in writing to the Borough Administrator and must include the applicant's contact information, the sponsoring organization, a chairperson responsible for conduct, the number of monitors and how they will be identified, a description of the event and estimated attendance, the date and hours, the assembly and dispersal points and route, whether music will be used, and the number and location of any loudspeakers.

Section 273-40 requires the Administrator, consulting the Chief of Police as needed, to issue the permit unless the event is for an unlawful purpose or would cause a breach of the peace or unreasonably interfere with street use. , and requires directional signs to come down within 24 hours of the event ending. cutoff for amplified sound in residential areas and bans on picketing directly in front of a private residence or within 50 feet of a religious establishment during services.
