Section 299-12 defines a snow emergency as existing whenever fallen snow accumulates enough to cover a street or highway, or when weather makes street conditions hazardous even without full coverage, and gives the Chief of Police, or the ranking officer in his absence, authority to declare it. Once declared, Section 299-12C gives drivers one hour before enforcement begins: after that window, no one may allow a vehicle to become stalled or immobile on any Bergenfield street because it lacks snow tires or chains, and the Chief of Police must publicize the emergency through local and metropolitan radio, television and news services.

Section 299-12D is the operative parking rule: it designates every street in the Borough of Bergenfield a snow emergency route on which no parking is allowed during a declared emergency, and keeps that prohibition in force until the snow stops and the streets are plowed enough that parked cars will not interfere with normal traffic flow, or until the Chief of Police otherwise lifts it. The section defines 'snow' broadly to include snow, sleet, hail, ice or freezing rain in any combination, and defines 'snow tires' as tires, studded or not, with tread deep enough to serve their purpose. This citywide snow-route designation was added to the code by Ordinance No. 17-2500 on October 3, 2017.
