420B reserves the power to issue a business license for a flea market, outdoor exhibition, outdoor performance, outdoor musical festival, or other outdoor public assembly specifically to the board of commissioners, rather than letting the business license director approve it alone. Subsection C requires the applicant to show the board it will provide enough security staff to control the crowd and enforce the law, adequate emergency medical care, cleanup and maintenance personnel for the site and adjacent areas, a traffic and road-adequacy study, one toilet fixture per 100 patrons, and adequate drinking water; those specific requirements drop away for events expected to draw fewer than 10,000 people under subsection G.
